Both the “Chat” and the “Forums” tabs lead to the 404 page when I click on them. (I actually had to work my way back through “Recent Topics” and up the tree to get to this forum to post.) The issues occur in Google Chrome Incognito mode and in Safari Private mode on an iPad on iOS 11, if that’s any help.

I experience the same problems.
There's another way to get into chat which works. For PC users, click on the "Chat Now" window to expand it, then click on the comment bubbles in the upper left, just below the "Who's online" text. This will get you into chat without the 404 error.
I see the "Chat Now" widget in the bottom right of my browser in Google Chrome Incognito on MacOS High Sierra. "Photos" and "Forums" still come up 404, though.
