Years ago I spent good money on forms. They were alright but... eh. I found something I liked better and it is very inexpensive. Note: I haven't worn a bra in years, let alone pad one. So I can't give you any more details than this.
Buy two bandanas and a bag of cotton balls. Unfold one of the bandanas all the way and put half the cotton balls in the center. Take two corners, diagonally opposite each other, and tie them. Not too tight, not too loose. You want to end up with something that has enough give to naturally fill the bra. Take the other two corners and tie them the same way. Do the same for the other bandana.
Your "forms" will be light and comfortable enough to sleep in if you want. And you can easily shift them however you need to for each bra you wear so the results look... natural enough under tops and dresses, even sports bras.
