Harley, I buy a lot of my lipsticks online from Estée Lauder.  Two bold red ones are Carnal and Bold Face.  Good luck in your search.

A friend of mine who was a professional make up artist introduced me to a color wheel.

I messed up our friendship it seems before I got proficient with it, but look up the color wheel and based on your eye color you can determine which colors go well with you.

If you want some good ones,  check out the Revlon Super Lustrous line as they have some really vibrant colors like Cherries in the snow and Love is on,  plus the Matte is Everything line also has some nice shades.

Also in the same budget boat would be the Maybelline Color Sensational Made for all line as well.
