I wondering if anyone could give me suggestions on where to purchase an all in one so called starter kit for makeup. I've watched a few YouTube vids on makeup. But just not sure what to get.

Start with basics and build your own collection - you'll do the latter anyway, so might as well begin with individual, quality products that will give you a good starter look.
A good foundation is essential, and maybe a concealer for the stubble.
A really good mascara is important, you don't want lumpy rubbish which smears everywhere.
Lippy is one of the hardest choices and again, something that goes on smooth and dries quickly isxa godsend. I like the paint-on lip glosses - none of that matte stuff or lipsticks.
A blusher and finishing powder, some eyeshadow (eyeliner is tricky, move to this when you feel ready!), and a good set of brushes. A really good set. Plenty of fine brushes for details, and larger ones for blending and getting a natural look - unless you want to look like a clown!
Really big brushes aren't necessary - you have less control, although it's kinda nice to give your face an all over brush once the finishing powder is on.
Anyone would think I'm an expert... I'm not, but I do love makeup, possibly a bit too much!

E.L.F has some sets and all of their makeup is good quality and very reasonable prices. They usually give some freebies online if you spend a certain amount.
I love their brush sets and eyeshadow palettes. They also have THE best liquid liner I’ve ever used. And I’m obsessed with liner cat eye most days 🥰

There are some inexpensive makeup kits you can get most anywhere, from Walmart to CVS, Walgreens. And it is one popular gift to give teenage girls, so you should be able to buy it without anybody raising an eyebrow (But then again, you really shouldn't care if they do).
However, it is unlikely it will contain "all" what you will see on any youtube videos. In particular not foundation. However, to get started in makeup you are likely to need the bare basics... lipstick, mascara, blush. Then start adding eyeshadow, eyeliner, lip liner, foundation, etc. Ah yes... do yourself a favor and spend a little bit in a set of makeup brushes... those little foam applicators included in most makeup kits... trash them asap. 🙂
