Yes, I know it's been discussed before but it's only recently that I've thought about using a hair remover product.
On my hands and arms I use an epilator and this seems to work pretty well with hardly any discomfort (after the first couple of times!). I use the epilator on my lower legs and it works fairly well after a few passes, but when it comes to my thighs it's quite a different matter; there it's damn painful and doesn't really do anything except torture me for no gain, so I shave my upper legs (and 'down there' but I ONLY use a wet razor there).
So I really only need a better method for my thighs as the hair is dark, tough and difficult to remove; this is where my question about Veet comes in.
Firstly, does it work at all?
Secondly, is it better on certain body-hair types, if so, which is it best for?

I epilate my legs. You get used to the pain, and after a while, it stops hurting. The great thing about epilating is that the hairs either do not grow back, or when they do there's not so much. I only have to epilate every couple of months these days. Veet stinks, well it used to when I tried it, plus you have to get into all sorts of positions to apply it. Stick with the epilator. It's better in the long run.

I've used veet, and for me it is so so results.
Mind you, I did the guy thing and skimmed the instructions. I used it on my genital area, and I really slathered it on. I let it sit as per instructions, and then used the plastic scrape thing to scrape the hairs off.
Well, the hairs didn't scrape off, I had to shave it off. And second, after doing this a few times, I re read the instructions and it said to not apply it anywhere near the genital area as it will burn (yeah it did sting and I thought it was the product removing the hair, nope I was wrong).
To me using the product I didn't notice much of a difference. Mind you, I think veet was designed for fine hair on arms, legs for girls. Guys have much coarser hair and I think this is where veet is not as effective.
I found it a messy process to apply evenly. I wasn't happy about the chemicals on my skin, and paranoid about leaving it on too long. I haven't used it in ages, so there's a half used tube lying around, but I'm not tempted to reuse it. I really disliked the smell too, and the results were patchy and needed revsiting with a razor anyway. But if you are just using it on a relatively small area like your thighs it might be a solution for you.
I wax my legs, but have used Veet in the past on my chest and arms. Works well enough, but it's a hassle and smells bad (not as bad as Nair, thank goodness) so I quit it. I just shave my arms and chest. Not ideal, so maybe I'll give the epilator a shot... after some shots of my own, given the painful stories I've heard!
I still have some Veet hair removal cream for sensitive skin left, and I use it mainly on my underarms. On the rest of my body, I use Body Natur Depilmen, which removes thicker, coarser hair because it's made for depilate men. It's worked quite well for me. You just have to be careful not to leave it on longer than necessary. It's used in the shower. The third step is to remove the most stubborn hairs with the Veet leg shaver.

Moisturizers afterward help a lot. I also use legs suntan makeup. This allows me to avoid having to wear stockings sometimes.

I have the same issue with epilating my thighs. I have been dealing with that by sneaking up on it. Each time I go a little bit higher up. I'm almost all the way up now and should be fully smooth in 2 to 4 more sessions. The nice thing is that after that first pass it doesn't hurt as much.
Just a thought though I have never tried it. Perhaps tattoo cream would help lessening the torture whilst epilating the thigh area. ?????
I can offer a bit of advice. I have used both Veet and Nair. Nair also makes a cream that they say is for men. I didn't find it to work any better.
Both work about 98%. There are often a few stragglers that need to be shaved off. Veet tends to have a less offensive odor than Nair. Since they are both depilitories and not epilators, they only remove the hair from the surface, so it doesn't last much longer than shaving.
If you are going to go high up on your leg, I would strongly suggest using lots of Vasoline or similar product on your genitals first. This will protect them from the chemicals in case your inner thighs accidentally touches your genitals while in the waiting period.
If you are going to wax, hard wax is less painful on the upper leg than soft wax. Soft wax is where you have to put down a muslin strip over the wax and pull. It tends to pull the loser skin too, which is what increases the pain. Hard wax is put on, allowed to cool, and then pulled off. The skin is held by one hand as you pull, so it tends not to pull and not hurt as much. One time when I had gone for soft wax, they had me hold the skin tight while they pulled. It was better but still pulled at the skin because the soft wax is still sticky when it's ready to be pulled.
Even waxing isn't 100% effective. They have to go back and pull out a few hairs here and there with a tweezer. It's funny how pulling out a single hair hurts so much more than ripping out many hairs with a single pull of the wax.
Epilation methods (removing from the root such as epilator, wax, tweezing) will cause the hair to grow back finer over time, and will pull out easier. I think it took about 2 years at about 4 week intervals before it wasn't as painful. But they also last longer. (If you have ever tweezed a hair, you can see how much hair is below the skin. I have tweezed a couple of upper lip hairs near the nose where it's hard to get a razor, and found about twice the amount of hair below the skin than above.)
I'm now usually on a 5-6 week interval (6 in the colder months, 5 in the warmer). I am a week overdue because of travel and will not be able to get waxed for at least another week. I can see some fine hairs on my stomach, and my forearms near the elbows have some hair. The knees feel stubbly but you can't see the hair. The rest of me you can't see it unless you look close (except from the waist to the upper thighs where they don't do it on men). But that is after almost 10 years of waxing.
The difficulty is that waxing most of the body is expensive to keep up. Even with the 25% discount (buy 9 get 3 free), you still have to tip every time. It probably costs me (on average) about $250/month (US dollars).
A lot more information than you asked, but I hope it's helpful.
