Time to dive into sweet nostalgia with a sharing of our: "first breast forms"
I am positive majority of us started with the convenient rolled up socks or stockings with bird seed.
I personally went on a long journey over many years to eventually ordering dedicated breast forms. Some of my notably comical attempts were:
Water balloons : Two of the radio host gave advice on entering a cross dressing college pageant, from how to speak to filling up the cups. Soon after receiving the advice, I got my hands on a pair of water balloons. Filled them up with a dash of water and blew air into each balloon, attempting to make them fit the bra cups as evenly as possible. I nervously tired the ends in fear of popping them, slid them into the bra (borrowed from my mom). The bounce was accurate enough but the great fear of popping them made them a single attempt.
Air dry clay: Another adolescent attempt, I sculpted a total of two pairs of breast from air dry clay. Yes, the heavy rock hard craft clay which dries over time. I scrumped up some of my allowance to buy a single pack: forming two small mounds. Following soon after by a second attempt by using two packs instead to craft some cup fillers. They were hard, heavy and fragile. I was fearful they would slip out of the cups and dent the wooden floor. I did paint them with flesh colored acrylic paint hoping to make them match my skin tone.
Cold packs: Yes, the ones from the ice cooler. I bought and stacked several gel filled cold packs into stockings. The cool gel felt great on my skin, though the shape and volume left much to be desired. I began to realize at this stage, some form of gel would work to make ideal breast.

Socks for me lol, I just recently bought C cup forms, Love the way they look and feel on me.
Bird seen in nylon stockings. Filled them to about a C cup. I was hooked on having breast immediately. Within a week I ordered some inexpensive silicon forms and wear them every chance I get.
lol, for my first attempt, I filled a pair of small plastic bags with baking flour! This worked pretty well for me for many years but I finally bought a pair of mastectomy silicone breast forms, a major upgrade!
First , was stockings or socks. Later the balloon route. Used good quality and experimented to get the right water/air combination. Used until coming out to wife, and obtained regular forms, 2 pair named “ the twins”.
In my early days of dressing, my mom would roll my socks into a ball. I then got the idea to use the rolled up socks and stuff them into my mom's bra. Kinda worked, but since each pair was of different size, the rolled socks also were different size so I had boobs that were mismatched.
Back then if you bought a vcr, they had these plastic nubbing things that covered the video/audio in ports. I kept some of these nubbings and used them as nipples.
I never did the water balloon or anything. I just stuck with the rolled socks for the longest time.
Over the course of years I migrated from socks to bunching up panties as boobs. I then saved up enough for breast enhancers, then breast forms (they didn't match my bra band size so they looked really off), then eventually proper sized breast forms.
It's always either rolled up socks or tights for me, too! I must admit to never having heard of using bird seed. I have tried water-filled balloons once or twice. They do give a lovely bounce, but I too was afraid they might pop.
I don't wear clothes with cleavage-revealing necklines, so I use full-cup bras. Recently I bought a post surgery bra from M&S. The cups are fully padded and have a nice shape. I bought a pair of forms to go with it, but they turned out to not be a very good fit, so I abandoned them and stuck with using socks and tights.
My first forms were rolled up panties. They actually worked quite nicely.

A great question! As others have cited I first tried water balloons. Then tried birdseed in a knee hi stocking.

I tried the socks method a few times when I was young. My first attempt that kinda worked before buying forms was fairly inventive in my eyes. I took a few of the pad inserts from padded bras and stacked them up. They had a pretty natural shape!
My first forms were rice in stockings. They worked well enough until the solidness of them didn't feel right anymore. I then bought inexpensive ($40) triangular silicone forms from ebay. That pair lasted me 5 years before splitting across the back. I bought a new pair the same and hope for another 5yrs out of them.
A few days ago, I read a web page of ideas for making my own forms. The reason that I was looking for something other than silicone forms was because I bought some bras with firm, built-in padding and forms didn't work well with them.
So, what I settled on was plastic hobby filler. Michael's has glass chips, too, which would have a heavy weight, but I saw that they also had sharp edges. The tiny plastic chips go into stockings well, but if they are tied up too tightly, then the shape of the stockings becomes a problem. I have to figure out how tight they should be, to fit in the cups without looking odd.
One thing that I don't like about teardrop breast forms is how they don't spread out at the bottom. I have one pair of triangular forms, which are OK, but they are small. Maybe these chips will solve some of these issues. The chips should also help with moisture build-up.
For such a long time I didn't use anything at all, but then decided I needed some shape and made myself some from rice in stockings. They were a revelation, I must say... I loved having boobs! Then I never dressed for the next 17 years!
When I returned to the 'hobby', I bought myself some asymmetric silicon forms which are good but in C-cup I find them too big. I have a pair of B-cup teardrop ones which are much better for size but are now starting to look a bit worse for wear after almost constant use this pas couple of years.
As I'm unlikely to replace them with the real thing, I am trying to decide whether to take the plunge (no pun intended!) on a breastplate or just new forms.
First up... Tennis balls in my mother's bras... Didn't 'arf itch a lot
Then when I began dressing in my own "gear" .Rice or birdseed in panty hose/stocking toes.. Then very cheap but rock hard forms. Finally onto silicon, which lasted many years. Then on to higher quality silicon C Cups from the Breast Form Store
Underwire bras have always been best for forms in my experience.

Like a lot of others, it was rolled up socks or tights for me.
I did experiment with putting them into two small bags to make something more permanent, but that didn’t last too long.
Eventually I bought some silicon forms.
I bought a D Cup, which in hindsight might have been a little large, but
I really love them.
I love how they warm up and eventually match your body temperature.
They look pretty good too
