Not exactly the same.
No offense intended to the Scots. A true kilt is expensive. And worth the money.
I have both, and have worn both in public. Granted a kilt has a fashion sense that is appropriate with the associated attire.
I have worn a kilt to a wedding and.to the local.malls.
I have worn a skirt to go for ice cream and such.
A skirt is different. And a different state of mind.
So is a kilt...

I would love to be able to wear a skirt outside and feel the wind as it blows upward
I actually have many friends surprisingly enough who will don the kilt at social gatherings. Most friends are used to it and think nothing of it but occasionally a new person in the crowd will make a comment. Funny how they let it roll right off without a care. Meanwhile I can't bring myself to join them! I'd love to though, but like you said a nice kilt is expensive!????????
