I know from experience the best place to alone would be a Hotel, Motel, room at a Casino so you have privacy and dont offend anyone the public restrooms seem like a bad idea, but be careful if you do and please only use a single occupancy gender neutral one if you do. IDK where you live to know what might else be near you but there are many places all over. It was mentioned earlier about social clubs there is a crossdresser social club in San Jose Ca called Carlas social club there is a place or was South of Portland Oregon. I believe if you cant find a place that you feel comfortable go back to get a room and be safe you can choose the location to step out either outdoors or indoors while dressed but being in your own room will reduce your anxiety and or panic level than a public restroom. Hooe it works out well for you.
