Cover stick might work. Also a good quality makeup primer might cover followed by foundation.

The right clothing might also cover them up. I have a sort of similar issue, except it’s hair on my arms and legs. I opt for long sleeve (even meshlace), higher necklines (or scarves), and always wear tights, knee highs, leggings. I’ve found you don’t have to cover it all up completely, just make it slightly less obvious or more obscure to look at. And wear a smile with a confident attitude.
