How best to dress with a mini skirt ?

Pease can I ask how to best dress with a mini skirt. Is it smart blouse and heavier dernier pantyhose for smartness ? Is there a problem with VPL with some underwear and do we need to think thongs instead of briefs please ?

As a tall person my legs are important to me and if I can get away with it I would prefer softer sheer pantyhose but it all seems a bit daring. It is a feminine adventure that much appeals though.

Then, is it heels to add to the appearance or can flats be worn please ?
