I’m still kind of new to this, but have noticed these little plastic straps on some items I buy. They seem to be there just to hold the garment on the hanger. I think I’ve only seen them on dresses or tops. Is there any other use for them?

Yes, There are little plastic straps in the shoulders or underarms of many garments. Sometimes they are just there for store display purposes to make the garment hang nicer on the rack, and can be removed as soon as you own it.
BUT…
Asymmetrical one sleeve dresses almost always have these, as it would be nearly impossible to hang then up otherwise. One sleeve on the hanger, and the loop on the other side, through the hanger slot or bottom hook.
Others, on the underarms of halter neck items are there to support the garment on the hanger so that the neck doesn’t have the entire weight on it, and then looks stretched when you put it on. These would go on the little hooks on either side of the hanger.
On wide neck items that would slip off the hanger, the plastic straps are in the shoulders and go over the top hanger hook to prevent the garment from slipping off the hanger and ending up on the floor, as well as prevent it from stretching out as the weight pulls the garment down, possibly also deforming the garment.
Some skirts also have them so that you can hang them from a hanger with hooks, so that you don’t have to fold them over and hanger, and have a line across your skirt when you put it on.*Not all hangers have them, so here is a link to an image of one that has slots on the top, and the strap hangers underneath.

Thanks for all the info. Now I know which ones I can safely remove. I even have a couple hangers as pictured, but with foam near the end so things don’t slide off.<b></b><i></i><u></u>
