I don’t see any makeup bases mentioned in your list and then I don’t see face primer and eye primer. The absence of primer on the eyelids could be one of the reasons for the poor eye makeup hold.

Regardless of the problem you highlighted for the makeup seal.
I still recommend a skincare treatment routine to be performed on alternate days
