Yes I was completely dressed and driving across Arkansas I was on I40 about an hour East of Little Rock. I was driving the speed limit with my cruise control on I picked up my phone to look at the maps and he pulled me over for texting, I got a warning but the big thing was he had me stand at the back of my car for almost 20 minutes while he checked something in his car, then he came back and said don’t text and drive again young lady. He preceded to talk to me about where I was going and how long I had been dressing, we talked for another 20 minutes
